Yo mean the "no Nokia employees or contractors" or is it the list of selected countries mentioned also in your blog "Zaurus machines starts to be obsolete…"? There was no country limitation for applicants, you just had to arrange purchase in different country. I'm from CZ and got tablets via developer program and it was not hard to find friendly developer from other country who bought and sent device to me.
